there is a block inside a cage that has an arm that twirls around. What is its function and how do you get rid/conquer it?

I need to know how to blow them up, I tried and cant figure it out
They build cages around the blocks.
You need to remove them by blowing them up etc but you have to remove the cage around them first.
Which level are you on Pamela?
