will let me do 137 again but not 138 level. is there a problem with the game that it has to update, or another issue?

I recommend you to clear cache on your PC and to do this on a regular basis.

It's also a good idea to clear the cache from the Adobe Flash Player:

Please do restart your PC afterwards.
I would also recommend closing all extra tabs and other programs whilst you play as these can often negatively impact the game performance.
