Why have hammers gone up to 9000 coins?

I reached level 400 Pet Rescue Saga and discovered that hammers were costing 9000 instead of 3000.  I restarted the game and discovered they were still 9000!.  Is this correct?

    I don't have the answer but I do have the question also. It's hard enough to get through some of the levels and now, if I can't have hammers, I guess I'm going to have to stop playing. I hate when companies do this. Just sayin.

    Yes, it makes it very difficult. I restarted and I am now just trying to build up coins and not using anything!! Could be a long game.
