Level 8011 was broken but they have fixed the level.
If you play on mobile look for an update in your app store.
Unfortunately computer players need to wait for an automatic update to the game before they see this fix.
Note, the writing at the start of the Level still asks for 8 Pets even after the fix, but in the level it asks for only 7.
Same is happening to me, I looked at some videos on Youtube and these players only need 7 pets to pass the level. Check it for yourself on the left hand side of their game. Here is the link

all devices except for computers have been fixed so I hear. If you're on computer all you can do is wait. Apologies 😖
