the app does have my correct level 5364, but it only has 14080 in coins, and only 1 each of the 5 of 7 weapons so it is incomplete

I am the same, I don't like using my phone for games.
If you log in via facebook you'll have the same progress and gold (boosters and lives are stored on your device so do not transfer between devices)
I've found that it does not take long to recollect boosters on a new device.1 -
So for the next 25 days I will not have Mystery Mountain, Weather Island, or Critter Carnival. And my accounts are not parallel?

You should not need to reinstall Windows, just look up "Pet Rescue Saga" in your app/microsoft store and download it.

I have Pet Rescue Saga on my Laptop, you are saying to install again, but do not link with Facebook?

For me, playing Petopia gives many more boosters than the bonus games

The Pet Rescue you are playing is on facebook. Instead you can download an app version and connect to facebook.
It appears as an app on your desktop, here is mine.
Note, it still will only transfer progress and gold, your lives and boosters are saved on facebook.
Many of us play on several devices - you can build up more boosters

That is what I did on my phone, but the Pet Rescue I am playing on both are linked to my Facebook. But one has The Petopia, one does not.

I didn’t get Holiday Petopia, so I don’t have either. I play on my iPhone and my Pet Rescue app is updated so if the problem can’t be fixed, I won’t be playing much for the next month 😔

Petopia will only be in the app version of the game, not the facebook/computer version.
You can also download an app to play on your laptop.
Look up the microsoft store on your laptop, find Pet Rescue, and download1
