Earlier I made a test with Level 28. There are 68 mint blocks but I kept one in the corner which doesn't have animal below. That mint block was destroyed during sugar crush, but the progress as you see only counted the other 67.

Next event is not announced. In the worst case it would skip that Jelly Queen again.

1941 seems promising for an ensured 70 blocks, however I remember that there are too many swirls following, that it has a low clear rate and doesn't work if you have other quests to go.
