Earlier I made a test with Level 28. There are 68 mint blocks but I kept one in the corner which doesn't have animal below. That mint block was destroyed during sugar crush, but the progress as you see only counted the other 67.

1941 seems promising for an ensured 70 blocks, however I remember that there are too many swirls following, that it has a low clear rate and doesn't work if you have other quests to go. Done. Recalls those insane levels where starting boosters are almost mandatory. I only remember that some people may get different setup of events (moves, layout, reward and so on) at the same time.

Late reply. 4567 has more mints but is hard to clear in daily frequency. Level 28 has 68 and is much easier.

After ckecking a few more times about some poprock levels, here is a partial solution. Level 701: Very easy with 30 moves and 64 blocks. Also lowest access with orange candies as well.
