Hi Heatherp925, from what you are saying, you cannot pick up the wire cutters and place them where you want them? I don't use iOS myself so am not sure how it is supposed to happen, but sometimes simply logging out of the game and reloading can fix glitches like this. Let me know if it helps, if not I'll get some more help…
