I think, like most of the King promotions, they are only available for a limited time. You might find that it comes back again for a little while and then goes etc :) 

The only thing I can think is to is follow one of the youtube tutorials. This is a real old level so there are a lot: https://www.youtube.com/results?search_query=39+pet+rescue I wish you luck in passing it!

How did you save your progress previously? Just make sure that you are connected still. Check in the settings and check your Kingdom/Facebook connection. Maybe disconnect and reconnect, make sure you're logged into Facebook etc and you should see your levels. 

I didn't have the quest in my game but I haven't seen any other posts about this topic Edwin. Do you have the latest update installed as this will often fix little issues. When you finish the level there is a little pop-up that appears. Here it will tell you why you didn't pass. It will have the order that you didn't meet with a rec cross next to it. Check this out next time you play and here you will see why you didn't pass.
