I was bothered by the lack of complaints and eventually found the reason. Ironically, this level can catch out someone who pays attention to the board and objectives. While the rusher-crushers happily run past this level, someone who took the time to study the board lost their streak.

Out of the four dragons present, only two are required to win. The toffees outside the order locks are enough to open two of them. If there's no jelly inside the other locks, and I'm guessing there isn't, then you can complete the level without opening them. Don't think, don't study the board. Just bash at everything!

The in-level boosters are the switch hand, lollipop hammer, UFO, party popper, and striped brush. The Coconut Wheel is selected before the level starts, and such boosters do not count for this task. (But there is another task that you may encounter that counts them).
