Do not select a pre game Booster, there appears to be a bit of a problem with that feature at the moment- the game should work well otherwise. 

Any Boosters that you bought can be restored. Go to settings and click on "restore Boosters"

If you are connected to Facebook you can see where all of your friends are on the map. Or do you mean you would like to see the top scorers out of all of the players? That could be a cool idea :D

I have a workaround, can't promise it will work for you but it worked a treat for me. I had the same problem on my iPad and decided to play a level on my phone instead when I then played on my iPad again the score targets were back to normal as were my completed levels:) Worth a shot, let me know if you have any joy!
