The promotions or 'perks' as you have called them, are only on for a limited time and also, they do not get added to every players game. King run them like tests, so maybe only 60% of players seem to get them. This has been a trend for a while so this might explain why you don't see them anymore.

The game can be played without any boosters. You are correct in saying that there's no bonus wheel but King run plenty of promotions to get yourself boosters so keep an eye out for these when you're playing :) 

We can still play the main game, and still get rewards, its obviously Kings decision as to when and if they bring it back. 

There is always a difference between Facebook and mobile levels. The episodes are released on Facebook first and then mobile normally a few weeks later. 

I thing this event was only available for a short time, or maybe like some other events where it was only available to some players.
