If you changed phones then you have changed your profile so it might be that you are not in the group of players that has these events. It seems that the King promos don't go out to everyone so maybe with the new phone you don't have this round of events. 

There was an issue with this level and it was updated a few days back so if you try now the level should be different and a lot easier. 

You need to create the big blast (where the power bar is full). This will reach out to the blooms at the bottom :)

The level was updated so if you play it now it's changed and you should be able to collect the orders.

Do you see a new timer or anything at all? What do you see in place of the roadblock, not even the option to use gold bars?

Can you not just play the previous level and go direct to the next one, I've seen a few comments saying that this works for some people. Either that or try the general troubleshooting: https://care.king.com/en/candy-crush-saga/cant-get-your-games-to-load-on-facebook-check-this-out
