I guess it's just a case of different players on different levels get different prizes etc? Some players don't even have this promotion so enjoy the prizes you're getting!

This is a roadblock, you will see them at the end of each episode. If you click on the roadblock you will see the options. You can either pay gold bars or if you click the ask friends option it will send out requests and when 3 friends accept them you will be able to proceed.

When you say the points keep going up, do you mean each time you play, or is it just a case where the level has been updated so now the points target is different than previously? Let me know.

Can you say what happens when you trying to purchase. I mean, do you get any error messages? Have you checked your payment details in Paypal as well?
