There is no way of forcing adverts to appear in your game @abha_choudhary12345 As with every feature of Candy Crush you either have adverts or you do not. If you don't currently have adverts in your game all you can do is wait and hope that they appear in your game at sometime. Waiting doesn't mean you will get to see them…
You can't see adverts because that is the way the game works @chinita_01 Some people have adverts and some people don't. Not having adverts means you might get them in the future, but it can also mean that you will never get adverts. If you have ever purchased a booster package for your game then you will never see adverts.

It depends on what you mean by bugged @Namorato there appears to be a lot of issues with this game that are caused by King's careless software editing. Whether these errors should be classified as bugs I couldn't say.
