I'm guessing you have a Windows 10 PC in that case, do you have a Windows Store account set up? For Android and iOS you need to have an account set up in order to use the store in game.

To get a better understanding could say what it is that you're clicking on exactly, is it the Facebook notification that says someone sent you a life or is it something else?

What's stopping you? Is there no levels ahead or are you at a roadblock or something?

What's different exactly? It can and has happened before as level are made for PC platform first and then they work to convert and optimise them for mobile platform.

Boosters and messages are tied to the device and don't sync along with progress and gold. When I lost my phone I used the link in my receipt to "report an issue with this purchase" and got my purchases credited back to me.

Bit confused when you say you changed your login email to make them match, match to what exactly? Are you also connecting to Kingdom? If so changing the email to match won't connect them together, you need to sync the accounts together in the settings of King.com.

If you're missing levels the only thing to do is check in the Play Store manually to see if there any updates that you haven't got installed yet.

As long as you actively connected your game to either Facebook or Kingdom, your progress will be saved and synced to it. If you did, when you reconnect to that account in the game again, the progress from the point where it was last synced will come up. When you say laptop, does that mean you have the game app installed or…

It's once of the rare instance where mobile platform has released before FB, not really whats happening but I doubts it's anything to worry about, could an error or maybe they've had issue with PC platform which needs fixing before release.

Don't think there's anything you can do about the random picker. In order to really compete with others is to have them added rather than random so might be worth looking for BWS3 FB groups for like minded people, I'm sure there are other who also want a challenge.
