@jonesey66 there are standard characters in Candy Crush Friends Saga for which you can get daily stickers with the daily reward or from the Mystery Chest.
Certain characters or costumes can only be obtained at an event as long as the event is in your game. If you don't make it in time, the character/costume isn't in your scrapbook. Some events are repeated annually, so you get a new chance. It is not possible to play an event retroactively.

My wife just started! So you should get "Gift boxes" that contains constums.... So you can fil your scrapbook with caracters/costums. She still has the valentines event, so maybe that' doable UF you just started...

At the start Of levels/quests you will automatically get a Gift box. I dont have a screenshot present now, but you cant miss it actually. I did not find something regularly, when you get a Gift box, but the show up, and you cant mis it.
Are you far in the game already? My wife is now around 60. And the boxes come every several levels.

@jonesey66 in your scrapbook you can see which characters/costumes are still to collect. Here is an example:
The player can collect more stickers for 8 costumes. Stickers are available at the Daily Reward, at Level Rewards or at the Mystery Chest.
The Mystery Chest appears when you have played some new levels on the map. It looks like this:
