I am on level 260 in blossom blast saga and do not have a clue on how to beat it...any help would be appreciated

Hello, I'm having trouble with level 103. No matter what I do, I can't win. When I tap on the chocolate fish power-ups, instead of helping, they move to unnecessary chocolates and prevent me from winning. Please address this so I can pass this level.
