Keep getting charged for purchases that didn't show up in my account

I have tried purchasing a couple of bar packages and Apple says it went through but then I get an error message in the game.  I then have to go through putting in my purchase information again, sometimes twice or three times, and then it finally goes through. 

However, I end up getting charged by Apple for all the attempts.  When I search this forum for a way to get this resolved, it sends to me an error page saying that that page no longer exists.

Why do I bother giving these guys any money if they take more than I authorized and there is no way to get the overcharges back????
