Level 15 is unfair

Level 15 is unfair because it forces you to make the same 1st 2 moves. The ability is there for different ways to do it but the game will not allow it?

I'm sorry if you don't like level 15. It is a tutorial level and wants to show players how best to combine flowers to create superflowers. 

Therefore, the first moves are predetermined. You will find this behavior in some more levels.
