I have it on my PC, and it was not updating on my phone. I did a restart on my phone and there it was! Yeah they are available for everyone now, just finished them and liking the new jam game mode.

Sounds like you just need to connect to Facebook. The level progress that is associated with your account is stored on King's game servers so once you reconnect with the same account all will be well.

The Facebook version of Candy Crush Jelly still says it is coming soon.
