Of course, it's fixed because they determine the amount of gold you can win by selecting recordings. I've been pondering whether Candy Royale is a pure simulation, but given that I see those 20000 level players in my main game but not the other, I think we can still assume it is based on recordings.

Candy Royale is not a real-time event. Those players are not real but recordings of players who passed those levels some time ago, probably a long time ago.
