I didn't have the event either until a few minutes ago. This morning I made sure I had the latest update, played a few levels and turned off my phone for a minute but I still didn't have the event. I figured I wasn't going to get the event so decided to play another game. I finally decided to play again even though I still didn't have the event. When I finished the level this time I got the pop-up for this event. Hopefully the event is just delayed for you also and you get a chance to play. I know you mentioned that you already have the costumes but it will be good for boosters so I'm wishing you luck on receiving this event.
