There may be two answers to your question.
1. This player is a bot. Its purpose is to always be on the last level of the map. But he doesn't have to go through new levels. Once new levels are added to the map, this bot will automatically move to the last level of the map.
2. This is a real real player who loves CCFS. The studio stripped him of his ability to participate in DDS (he doesn't receive or see DDS). But he still enjoys the game. He waits for new levels and then quickly passes it.
I don't know which answer is correct. But after this post of yours, I’m starting to lean towards one of these options)))).
