Come to think of it, it doesn't really matter whether it's 20 or 30. It takes proportionally longer time to complete the orders for 30. After all, you just need to wait for another 5 minutes to start the next round unlike previously you have to wait for days.

That's right, the score from playing old levels is legitimate. So, how do you know those with high scores are cheaters? They may know of some old levels that can produce exceptionally high score. Much better than the new levels multiplied by three.
