Why are there limited moves when battling the Queen

when battling against an opponent why are there limited moves.  To battle the Queen or cover her jellies with yours, you should keep battling until there's a winner.  To restrict the battle with limited moves just defeats the purpose of the battle. The game ends without a winner because the moves have all been used.  This is then not even a battle... *shaking my head*

I guess it makes it more of a challenge to do it in a certain amount of moves. Don't really see how that defeats the point of the level but, each to their own I guess...*shrugs shoulders*

You have to stun her I hate that jelly queen on level 111 I use 3 super hammers stupid and why can’t they both start at zero its BS
