RC is currently experiencing technical issues. It has already been reported.
Be assured that it is not up to you, your internet or your device. I have the same problem, a very strong internet connection and powerful device. The error only occurs with RC, not on the main map, nor on other apps.
It may be a server problem, but I don't know. We'll have to wait and see if we get an update on the issue Monday. Community management is not active on weekends.
Please be patient and do nothing ill-considered. I say this because some people have tried to delete and reinstall the app. Please don't do that, they lose all the boosters and it doesn't fix the problem.

I am so sorry. A lot of complaints have been coming since the weekend and I passed them all on. I will also pass this on. Tomorrow the CM will come back and take care of it. Please be patient and I hope you will get an answer tomorrow!

New updates didn’t go so well for them. They should never have done on a Friday night when no one was there to respond or resolve the issue. They could have ran it Sunday night as there is no RC on Mondays and been able to get on the issue right away instead of pissing off a lot of people who have played the game for a few years and spend money on in app purchases.
