Level 5186 No Can Do!!! Only 12 moves and it takes at least 30

Good afternoon,
Again here is another one that is misrepresented.
It's impossible to win on 12 moves. I used all 3 of my boosters. Not only did the NOT line up to help me. But the fish went the opposite way to help.
Please note: ANYTHING with squiggly lines in very difficult.
There are too many moves to win. It takes at least 30 moves to win..
I feel sorry for the rest of my team and any one in the 5,000. Nothing works.
