Why is it the jelly queen can have unlimited moves and we only have a select few? I’m playing her right now and she’s making all these moves to where she’s going 3 and 4 times every time were we can too but only limited to the number of moves provided. How is this any kinda fair play?

Its not unlimited moves but rather Game Play strategies in defeating the Bosses in Battle :0)
When Battling the Bosses - Jelly Queen, Cupcake Carl and Larry, you can "stun" them, by making multiple moves yourself, through making candy combinations - E.G. making multiple fish combos in a row. Giving you multiple turns in a row.
The Bosses can also do this to you, hence the multiple moves by her, that you mention above :0)

The Jelly Queen, as Liquorice Larry and Cupcake Carl, are not real players, they are supportive characters! As long as you have moves, they must have moves, to play when their turn comes!
Yes, thry make multiple moves, as they create special candies! You can do the same, you can create special candies, to make moves in a row!
Just remember one thing: you need them, because they help you clearing the board from blockers! Most of the times, your moves are not enough to get rid of blockers, e.g. when there are many cupcakes or fishnets on the board! 😉
