I'm sorry you didn't get what you paid for. You can ask for a refund, absolutely. Since people here at the community can't deal with purchases as they contain private and sensitive infos you should ask player support. If you make contact via the game, players support will be able to obtain your transactions history. After opening the first page of the game you should click the pink gear icon, then the orange "i" icon which will open the Help Center. then click "purchases and gold bars" and "contact us" at the the end of the page.
Though, when you say your piggy bank spins and spins, does it mean you're having server connection issues? Does your game work strangely, does it show messages of error? A screenshot would be helpful in that case. How to take one is explained HERE then please upload it on this discussion through this icon:

Thank you. If you paid but you haven't received your gold bars, as it looks from your screenshot, you can ask King player support (or King customer care) for a refund by following the post above. An officer of King public relations will reach you back. Please note it could take time as the customer care center can receive a lot of emails from players.
I'm not sure what device you're playing on. But it looks like a mobile app. You could fill the form for the refund from there.
