First please check for game app update, then provided you have a king/fb account please log out, restart device, wait a couple of minutes, log in and clear a level to make sure sure your game is connected to the server.
I hope this generic troubleshooting changes something :)
When I had this event and while I was clearing normal levels, the game usually notified me that I collected enough water (?) and an Odus level was unlocked and ready to play. Did you ever get a similar pop up / message?
Also may I ask you to share a screenshot of the event, where the level should be unlocked but it isn't?

Regarding your sleepy Odus, you need to keep winning some more levels and collect some more Jelly in order to wake him up. This mission is not easy (remember owls sleep all through the day- well, that's just a joke!), but I'm sure if you keep on playing and collecting as much jelly as you can, Odus will awaken!!
And now to the levels which seem to change- it's true, they really do! Our developers take into account the feedback they receive from our players, and can sometimes decide to re-adjust a level who was too difficult- or too easy!! The goal is to maintain the balance and make Candy Crush Jelly as fun as it gets.
