I deleted the game 4 days ago on all platforms. Today I noticed my card was charged $1.99. I feel that My acct has been hacked!

sorry this happened, in this case I'd suggest to check your purchase history and if you find an unauthorized purchase you should report it to the platform you made the purchase through (google play store, apple, amazon etc). Only that kind of platform can find out if your account had been hacked.

I cannot connect to the app store why? I uninstalled reinstalled I logged out I logged in hello please I got good bars I want to spend thank you very much for your help

Please disconnect your device from the internet, wait for several seconds, then re-connect back your device to the internet. Try and access the store and see if you can purchase item. Sometimes it may be due to loading issue and unstable internet connection. Also, it may be due to game server lagging.
You may try and access the store in couple of days to see if the issue still happens. Nevertheless, I hope you are able to access the store and purchase the items.
