There is not any "official" way for someone to leave the game (bail out as you say).
There is not any "escape" button, or "exit" or something like this!
Officially, we can accept that if a player "leaves" the game, this happened because:
The last option is what you describe!
As King or the Jelly Team or anyone else cannot find which one of these is the real reason why a player "left" the match, then nobody cannot "be warned" or "punished" for this by anyone!
I suppose that my statement is well understood!
Anyway, thanks for your report! You are welcome to ask anything else you want about the game!
Give them warnings about leaving game and after so many, suspend their play

What do you mean saying "bail out"?
You mean players who quit while you win? If yes, it is a well known situation! Tell me what is your idea about this? There were several discussions about it here in the forum!
About emojis, if they are annoying to you, you have the option to turn them off!
When are you going to start doing something about the players in the arena that keep bailing out. Don’t care that I win.
also, do something about the poor sportsmanship of players using that annoying talking goof to make fun of you when you are losing? *
