If you play on a PC and don't have a Season Pass, the only other option I can think of is to get bonus moves from a friend. Sometimes when you fail a level, you are offered to celebrate your friend's achievement and receive a gift of 3 bonus moves for your next attempt.

If this happens, your next attempt will have 25 moves instead of 22, and it will be possible to win it.
