Totally agree and you can't compete in weekly tournament. We are penalised for finishing all levels

Actually for quite awhile some players were getting 15. I first had it 6 or so months ago, and many others got it starting in October or November. What overall percentage of the players ended up with this version is unknown, though it really ramped up in Oct/Nov.
The 16 moves is actually a fix that started to come out for players ~2 weeks ago but people are still getting the 15 move version depending on the group you are in. They could also be getting a completely different version as well.

If a player has 16 moves in this level, it should have one move left after the last dragon appears

This occurs because the Windows app uses EdgeHTML for the web pages the game opens like the facebook login page and Facebook does not support the old EdgeHTML engine any longer. You can log in using your non-windows device, create a King account and sync it with your facebook account, then log in using your newly created King account on Windows and you're done. Why would you think your post would be removed? None of what you write is against any of the community house rules and we are allowed to criticise as much as we like. You should read some if my posts in which I have explained the algorithms and psychological tricks this game plays. It is an established fact that the other players in the episode race, weekly contest, Candy Royale and Factory Frenzy are recordings picked by King and that the game is designed to encourage players to spend money. The events are an illusion and the level outcomes are fixed. Here are my tips on how to play without spending a fortune:
