This is how I myself view the situation. However, I find both possible interpretations of the answer revealing. King have either officially confirmed the existence of pay to pass levels or publicly acknowledged their incompetence.
The fact that boosters do not affect the drop rate also underlies a commonly used exploit in All Stars
I would say that understanding how levels work and making use of it is not an exploit but a strategy. Abusing the timed boosters is an exploit. I am not sure if they even comprehend the consequences of introducing the timed poppers.

That's the problem though some of the feedback provided is for issues that shouldn't even require feedback.
Things like the 'New' tag being visible after a post has been viewed several times, the number of new posts in a thread still being displayed after that thread has been viewed and not being directed to the new posts in a thread are all just basic functions of a forum and shouldn't require feedback to get them fixed as they shouldn't be broken in the first place.

This may help the investigation maybe: Here is my leaderboard as I saw it during the final hour. Nobody increased their score, which is unusual. What is more unusual though is the fact that the player named "mar" in third place gained their "completed Concert Chaos" avatar (the singing avatar with the headphones) during that last hour: So mar must have played new levels during this period: The avatar got updated, but the levels did not count for this event.

So strange things happened in the palooza test event right to the last minute. It's broken apparently (see the official thread in Support).

Look at us all three at the top with the earmuffs! Mar got them right at the last minute, which is a sign that they finished the Concert Chaos event during that period. However according to this leaderboard Mar did not pass any new levels…. No one did in the last hour.
The leaderboards in the two "30x multiplier for new levels" games are here and nobody played a single level during the last hour of the event:
Cornflower saw the finals hang up: There was a "play" button but the event refused to load no matter how often I tried to reboot the app. I suspect it may be due to the old iPad I used. It takes too long to access the app store. Everything else loaded fine but the event did not.

Nothing will change. You have landed in a very old comment thread here @lairddan . I have been around this community and studied the game since 2022 and I can assure you that all of these issues have gotten worse and worse and worse since then, not better. This is my current advice:

The videos on YouTube no longer match the level numbers since King moved all the levels around in their episodes and also changed a few altogether.

I have found that playing a party popper as a first move will help to pass each and every one of these levels. Play a party popper and then follow the suggested moves to finish off the level.
Re: Payment
Because if they did then those of us who understand how the game works would get rich and King would go bust. That is not something likely to happen.
