I am surprised by the answer given to your question as in the FAQ the wording "up to 6 tokens" was used. That' s a bit like selling a face cream promising "up to" 100% removal of wrinkles, which legally covers anything from zero to 100%. It will be of interest to see if players joining in the last second chance round will get six tokens.
