I have gotten over 600,000 in points cleared all licorice with in the moves aloud and still did not win the game. What am I doing wrong

Hi Carole! Mission of level 464 is to collect 15 wrapped candies. You'll have to make horizontal matches along the edge of the meringue to start clearing as much meringue as possible in the fewest possible moves so that you can make the wrapped candies.
