Its not functioning as intended on Facebook, I clear out a pie, and the plunger comes, and wipes out only 18 candies instead of the whole board. The fish, will never target a pie piece unless ALL of the jelly at the top is cleared. When I play the same level on my phone app, everything is working correctly. This needs fixing, I have been stuck on this level for 2 months because of this

The game is different on mobiles to the version on Facebook. The levels play a little differently sometimes. The fish in my level act exactly like you said. I found this video and the guy lists some pretty good tips. Check it out:
