why does 463 keep saying bomb will explode when there is no bomb. not enough moves to win this game

Have seen many complaints on 463 why can't it be fixed. This is too hard to win.

It's a difficult level but as far as I can see it doesn't need fixing. The level can be completely random with the ? candies.
There can be bombs in this level if they get generated.
