Is there a bug on candy crush level 991?

I clear 2 cherry ingredients in less than 20 moves and the 3rd cherry ingredient will not drop. Has anyone else experienced this issue? I have wasted $ on extra moves thinking I needed to do something more to have the 3rd cherry drop...I would like a refund on my wasted $ cuz there is definitely a bug!
