The answer is: go to a level already passed that has the candy drops sign on it, get as many as you can, 10 or more candy drops and even if you don't pass the level the window will unfreeze and let you have the reward.
that is if you are on level 248 and need to move on you will need 60 candy drops or more even though it says 48?
