Failed to contact store.

Every time I try to buy lives, boosters, etc..., I get "failed to contact store" on windows 10 app.

This sounds like a temporary issue to me, same as when it happens on the mobile app. Give it a little time and it will sort itself. Other than this just make sure your internet connection is working okay.
