How to play the 3rd board on the Tasty Treasure/Treasure Chest

I'm on the 3rd board to the Tasty Treasure Chest and the object is to bring down the ingredients to the bottom, however, it seems to just use the carousel around and around.  I can't find the bottom to drop the ingredients down.  Please show, explain, help.

Move the ingredients into the 2 center columns

I've done that as well.  They just return to the top again....
