When I start playing the game it says hard level, can I change it to a medium level difficulty? If so could someone please tell me how to change it?

Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
