I lost my lives and friends cannot send more

i reloaded my app and lost all 94 lives and still cannot receive new ones from friends

Lives are free, they automatically refresh anyway so it's all good. In regards to receiving, why can't you get them? Is it related to this issue: https://care.king.com/en/papa-pear-saga/i-m-not-receiving-my-messages-lives-from-friends
