Why can't I send my friend a life or a ticket?

Why can't I send my friend a life or a ticket, he needs to pass on and go on to the next level. He is on my Facebook friends list and plays the game. I can receive lives from him. I can give lives and help to other friends, but when I mark his request nothing happens, it worked before but not for about 2 weeks.
