Purchase not happening

I'm on level 1344. I finally got down to one more jelly. I used three boosters before starting the game and 47 bars to get there. I tried to buy a lollipop hammer but was short of bars. I tried to buy the Delicious Candy Pack for $6.99. I got a message saying this packed has already been purchased and would be restored for free. My iPad ran locked for hours. No purchase I aborted the purchase and tried again. Same thing. I want a refund of everything -bars, boosters and most important money. I also want it fixed so I can play on. Please contact me

Have you used the restore purchase function?
It is located in the settings menu (the small cog wheel you have in the corner of the screen when you start the game)
Once you click on it it should give you the purchase correctly.
