are there supposed to be 50 moves on level 1467? i am only getting 20 moves! please help  this level seems impossible with only 20 moves.

It may seem impossible but adding moves would actually make it harder because you would need to avoid the bombs counting down in the middle section. Millions of people have passed this level with 20 moves as it clearly isn't impossible. As with all jelly clearing levels, it makes sense to go collect some fish boosters before tackling it, of course.
