why can't I purchase the special package

I have tried to purchase the special package of boosters and gold offered for $15.99 every time it is offered and have been denied. I can buy anything else.

Do you have a limit on what you can purchase on your account or something like this maybe?
Close the app, restart, check your wifi etc. See if this works.
