Chocolate Consumes Special Candies

This problem isn't specific to one level; all levels with chocolate generators have done this on multiple occasions.

When playing the game, special games are often consumed by chocolate generators even if normal candies are available (at the same time/on the same move).  This is especially likely if I have a color bomb close to a generator or chocolate mass.  What's going on?

Yes. That's the game. Use it or lose it, basically. The same is true of any generated items. They take no account of whether there is a special candy in play.

No, it hasn't been.  The game play avoids consuming the special candies when regular candies are available.  That's always how it's worked.
